The Covid-19 Task Force Tightens Citizen Mobility During Holidays

JAKARTA — The Covid-19 Handling Task Force issued a circular regulating it health protocols during the Christmas and New Year holidays for embers of travelers inside and from abroad. Spokesperson for the Covid-19 Handling Task Force Wiku Adisasmito said this provision is a part of the effort to combat transmission. Previous holiday experiences, he said, always followed by an increase in the number of cases of Covid-19 transmission in various regions of Indonesia.

“The experience of the previous three holidays, the mobility of residents always triggers an increase in cases of new transmission. Therefore, citizens should be more obedient and disciplined running health protocols. It regulates everything in this latest circular, “said Wiku,in a press release, Sunday (20/12/2020)

Several provisions are in Circular Letter No.3 of 2020 and are valid from 19 December to January 8, 2021, among others, contains the obligation to carry out health protocols for perpetrators trip with 3 key points:

Third, domestic travelers must follow several conditions:

a. Every individual who travels with a private vehicle and is responsible for their respective health, and comply and comply with the applicable terms and conditions;

b. For trips to the island of Bali, travelers use modes air transportation must show a negative result certificate using RT-PCR test no later than 7 x 24 hours before departure as a requirement travel and fill out e-HAC Indonesia. Meanwhile, the traveler using land or sea transportation, whether private or public, is mandatory shows the certificate of negative results using the most rapid antigen test3 x 24 hours before departure as a travel requirement and filling out Indonesia’s e-HAC;

c. For trips to and from Java Island and within Java (between Province / District / City), travelers who use air transportation modes and intercity trains are required to show a negative result certificate use the antigen rapid test no later than 3 x 24 hours before departure as a travel requirement. For travelers who use modes, Land transportation, both private and public, is encouraged to use a rapid test antigen no later than 3 x 24 hours before departure as a requirement travel. Filling in e-HAC Indonesia is mandatory for travelers with all modes of public and private transportation, except for those modes rail transport;

d. Children under 12 years of age are not required for the RT-PCR or rapid tests antigen test as a condition of travel;

e. Routine trips on the island of Java with a purposeful sea transportation mode serving limited location inter-island or inter-domestic ports in an agglomeration area or by land transportation, either private or general in one urban agglomeration area (Jabodetabek) is not required to show the result of the rapid antigen test as a condition of travel;

f. In certain circumstances related to the provisions in point d and point e, the Task Force Handling of Covid-19 Regions can carry out a random test (random test) rapid test antigen or RT-PCR if needed;

g. Apart from the provisions of points b and c regarding Java and Bali, the antibody rapid test is still there may be used in accordance with existing provisions;

h. If the results of the traveler’s rapid antigen or antibody test are non-reactive / negative but showing symptoms, the traveler may not continue travel and required to perform RT-PCR diagnostic tests and isolation independently during the waiting time for examination results;

i. Travel by means of sea transportation follows the same policy already in effect, except for mandatory trips to and from the island of Bali using a rapid antigen test;

j. Ministries / institutions / regional apparatus that carry out related functions and / sea / air / railways follow up this Circular Letter by issuing legal instruments by referring to the Letter This circular and the applicable laws and regulations. Wiku added that similar provisions also apply to international travelers during Christmas and New Year holidays. Foreign travelers must show results negative RT-PCR test in the country of origin and valid 3 x 24 hours from issuance into e-HAC Indonesia.

“The Task Force, assisted by the transportation authority and supported by ministries / agencies as well as the National Police, will ensure that this regulation can run effectively and the goal of preventing and reducing Covid-19 transmission can be achieved, “said Wiku.
